Viena Conference and a Political Roadmap for Afghanistan’s Future

The Silk Way Weekly: The third round of Afghan political opposition conference in Viena the capital city of Austria was held from 3 to 5 December in Viena. The conference was concluded with a roadmap for a democratic Afghanistan.

According to the declaration of Viena conference, the rule of Taliban on Afghanistan is illegitimate and it has led to continuation of Afghanistan crisis, violation of human rights and is a barrier to the legitimate demands of the people of Afghanistan.

The participants of the third round of Viena Conference stated that values of democracy, human rights and national unity formed the pillars of a democratic political system. They also emphasized on the role of United Nations for transitioning from the current situation to a political and legitimate system based on “Freedom, Peace, Stability, Human Rights and Rule of Law” in Afghanistan.

The Viena Conference has emphasized on the legitimacy of the resistance of the people of Afghanistan and deciding their fate based on the United Nations Charter and it guarantees the legitimate ideals of the people to establish a democratic system in Afghanistan.

The participants of Viena Conference stated after the Taliban takeover terrorist activities have increased in Afghanistan and the region. The urged the regional countries and international community to further coordinate their activities on anti-terrorism efforts. The participants called on the UN, Human Rights Organizations, the International Criminal Court to investigate thoroughly human rights violations, crime against humanity, mass killing, forced displacement, land and property grabbing of the indigenous people of Afghanistan.

The participants proposed a roadmap to address the crisis in Afghanistan and urged the international community to support it and urged other Afghan political opposition personalities and groups to join it. This plan is called a “Common Roadmap.” For Afghanistan’s future. “This document aims to end the tyranny rule of Taliban and end the systematic human rights violations and gender apartheid in Afghanistan and endeavors to facilitate social, political and cultural participation of the people of Afghanistan.” The preamble reads.

The participants said their plan aims to stop ethnic and religious killing, especially Haszars, by terrorist groups and to stop systematic and targeted killing, forced displacement of the local people and grabbing their lands by Taliban, and potential threats of the terrorist groups affiliated with Taliban for the security of region and international community.

The Viena Roadmap pursues forming an inclusive system with the participation of women, men, and ethnic groups and political parties , social, cultural groups of Afghanistan based on Islamic, citizenship and democratic values. The participants called national sovereignty, a political system based on the constitution, elections, security, sustainable development, ensuring justice and promoting culture of convergence as the founding pillars of the Roadmap. Social justice, elimination of all structural discriminatory forms, constitution, mobilizing anti-Taliban forces, countering radicalism, and ending judicial impunity have been mentioned as the main goals of the Roadmap.

The participants offered a four-step implementation mechanism. Based on this, in the first step, the participants call on contacts between anti-Taliban forces and groups supporting democratic values and norms. Second, formation of commission to gather the insights of political, cultural and social groups and personalities on political structure of Afghanistan. Third, conducting a broad-based conference to hear the report of the commission and finalize it. They also call on the regional countries and international community to support creation of a political alternative system for Afghanistan. Finally, the plan urges resistance against the Taliban, and calls on the international community and organizations, especially the International criminal court to investigate the human rights violations, war crimes, systematic killing, discrimination, torture and forced displacement of the local people in different parts of Afghanistan.

Reliable sources from Viena Conference told the Silk Way Weekly that on the third day of conference on December, 2023, four powerful political parties including Social Democrats, Chretien Democrat, the Greens and Liberal parties invited the participants to the parliament of Austria.

The participants discussed the current crisis of Afghanistan and the way out in the Austrian parliament. The urged the Austrian parliament to support similar processes in the future and officially recognize it.

After the Taliban takeover, the Taliban political opposition groups have participated in several summits to transform the political situation of the country. However, such summits have not contributed to any positive change in the country yet.
